moved some settings to config file

possible to view data between absolute start and end time
shows all rules defined in ipac configuration file or a copy of it and automatically splits the rules into input and output column
supports transparent png's without imagemagick (just a little patch to ipacsum)
my-ipac-out shell script was deleted and function included in index.php
try's its best to make sure the browser reloads images on every access. works with most browsers (not in konqueror, netscape6 untested).
